Went directly to Intel's site and download the latest version from them (v 188.8.131.52 newer than on Dell's site) and blamo, download speeds increased 10x. Here is the real Fix, it is SpyBot, when I hit immunize, it slowed down my internet drastically, when i removed SpyBot my internet got back to normal, i further tested I rolled them back, and if anything, it seems faster than ever.
