Le coupable chez moi c'était le décodeur de wmv 'wmvdmod.dll' version, il m'a suffit de remplacer cette dll pour résoudre mon problème. Ofcourse there is the way to disable WMV hardware acceleration all together but dunno if thats too wise. So I diabled it in dxdiag. Sony vegas problem (keyframes)?

find the setting options for video, all you have to do is disable WMV Acceleration, and then restart your system.
